The Role: Programme Associate

The Programme Associate, reporting to the supervisor, plays a critical role in supporting programme activities by providing administrative and project support functions. Working collaboratively with various stakeholders, the Programme Associate contributes to the effective implementation and monitoring of UNICEF’s country program, ensuring adherence to organizational rules and regulations.

The Role of Programme Associate

As a Programme Associate at UNICEF, you will play a pivotal role in supporting the effective implementation and monitoring of programme activities in Papua New Guinea. Working closely with stakeholders, you will provide administrative and project support functions to ensure the delivery of high-quality programs consistent with UNICEF’s mandates and regulations.

Key Responsibilities

In this role, your responsibilities will include:

  • Facilitating the development of programme cooperation agreements (PCAs) by providing valuable insights and drafting relevant sections.
  • Ensuring the accurate recording and processing of proposals and requests for direct cash transfers (DCTs) from government and NGO partners.
  • Conducting programme monitoring in focus districts, providing timely updates and feedback to team members.
  • Performing spot checks of partners’ projects to assess financial record-keeping and reporting systems.
  • Monitoring and tracking the distribution of essential supplies necessary for programme delivery.
  • Researching, compiling, and analyzing qualitative and quantitative data to support programme activities and reporting.
  • Performing transactions in VISION related to programme results and activities, ensuring compliance with annual work plans.
  • Monitoring budgets and financial expenditures, preparing financial reports as required.
  • Supporting capacity development activities related to programme development through training preparation and participation.

Requirements and Qualifications

To qualify as a Programme Associate, you should meet the following criteria:

  • Completion of secondary education, supplemented by relevant technical or university courses.
  • Minimum of six years of administrative or clerical work experience, with a focus on programme support functions.
  • Fluency in English is required, with proficiency in another official UN language or a local language considered advantageous.
  • Demonstrated commitment to UNICEF’s Core Values of Care, Respect, Integrity, Trust, Accountability, and Sustainability (CRITAS).
  • Competencies in partnership building, self-awareness, results-driven approaches, innovation, strategic thinking, collaboration, and managing ambiguity.
