Key Responsibilities

  1. Programme Development and Advisory SupportThe Programme Management Specialist is responsible for managing the programmatic development for the Yemen Country Office based on the Strategic Note. This includes providing overall programme advisory support to the Office Management, guiding the development of the CO programme, and providing technical support to the design and formulation of programme/project initiatives. Additionally, the Specialist reviews and provides feedback on project/programme strategies and documents, workplans, case studies, and related knowledge products and publications.

    Furthermore, the Specialist provides technical advice on the development of systems, processes, and mechanisms to support programme planning, implementation, monitoring, and progress reporting. This involves drafting policy documents, briefs, and other strategic papers/materials for use in the development and presentation of policy and programmatic positions.

  2. Technical Support to Programme ImplementationThe Specialist provides technical support to the implementation of the Yemen Country Office programme by reviewing programme annual work plans to ensure compliance with UN Women programme goals and results-based indicators. This includes analyzing and ensuring alignment of project budgets with logical framework matrices and work plans, drafting reports on activities, outputs, and outcomes, and compiling information in preparation of country office donor and UN Women reports.
  3. Additionally, the Specialist manages programme quality control and identification of potential challenges, aligns programme activities with the operations team in close liaison with Operations Managers, and builds and manages relationships with national partners as necessary.
  4. Monitoring and ReportingA crucial aspect of the role is managing the monitoring and reporting for the Yemen Country Office. This involves recommending and establishing programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results, managing the monitoring of mutually agreed results frameworks and performance indicators, and coordinating the process of gathering information and preparing progress reports on programme implementation.

    Additionally, the Specialist prepares the programme team for audits and monitors implementation of audit recommendations, providing training on results-based management to office staff as necessary.

  5. People and Budget ManagementThe Specialist oversees and guides people and budget management for the programme team. This includes leading a team, performing staff performance reviews, and ensuring capacity development of staff members by suggesting development opportunities. The Specialist also monitors and analyzes the financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed-upon targets and results.

    Furthermore, the Specialist ensures effective information flow, communication, and coordination across the office, between programmes, projects, and operations, and with other UN Women offices and units.

  6. Partnership Building and Resource MobilizationBuilding partnerships and providing support in developing resource mobilization strategies is another critical aspect of the role. The Specialist develops and implements partnerships and resource mobilization strategies, analyzes and researches information on donors, finalizes substantive briefs on possible areas of cooperation, and identifies opportunities for resource mobilization and cost-sharing.
