Initiative for Climate Action Transparency (ICAT): Established in 2015 to bolster the Enhanced Transparency Framework of the Paris Agreement, ICAT collaborates with 50+ developing countries, providing tailored support and tools for transparent climate action. Through practical methodologies and open-source resources, ICAT empowers nations to integrate climate actions into their development agendas effectively.

Functional Responsibilities

The escalating impacts of climate change underscore the urgent need for robust adaptation measures. As more developing countries engage in national adaptation planning, effective monitoring and evaluation (M&E) frameworks become indispensable. The M&E Advisor for Adaptation plays a pivotal role in enhancing transparency and accountability in climate adaptation efforts.

Objectives: The primary objective of this consultancy is to scope out an approach for planning transparency efforts on adaptation. This includes identifying methodological requirements, recommending tools, and outlining ICAT’s role in supporting countries in developing M&E frameworks for adaptation actions.

Tasks and Activities:

  1. Conduct Literature Review: Review existing literature, country experiences, and relevant reports on M&E for adaptation, including inputs from stakeholders like UNFCCC, IPCC, and multilateral development banks.
  2. Produce Overview Report: Compile findings from the literature review, analyze benefits and limitations, and formulate recommendations for countries planning M&E frameworks for adaptation.
  3. Develop Approach for Adaptation: Create a systematic approach for planning and developing M&E frameworks for adaptation, ensuring flexibility and alignment with national priorities. Develop draft terms of reference for recommended guides and tools.

Education/Experience/Language Requirements

Education:

  • Advanced university degree (Master’s or equivalent) in environmental management/sciences, economics, international relations, or related fields; OR
  • Bachelor’s degree with additional two years of relevant experience may substitute for a Master’s degree. A PhD is an advantage.

Experience:

  • At least seven years of experience in climate change, environmental management, with a focus on international climate cooperation, adaptation, and MRV/transparency.
  • In-depth understanding of adaptation policies/actions in developing countries.
  • Demonstrated experience in stakeholder engagement, project coordination, and report writing.

Desired Experience:

  • Experience in project coordination or management.
  • Coordination with multiple stakeholders, including within the UN system.

Language:

  • Fluency in English (written and oral) is required.
  • Proficiency in French or Spanish is an advantage.
