In the dynamic landscape of Asia and the Pacific, the Regional Office for Asia and the Pacific serves as a crucial hub for advancing gender equality and women’s empowerment. Tasked with providing strategic program development, policy/technical advisory services, and quality assurance support to Multi-Country Offices and Country Offices, this regional office plays a pivotal role in driving positive change across the region. By undertaking or coordinating regional research and data analysis, advising on norms, policies, and strategies, and serving as a knowledge hub, the Regional Office contributes significantly to achieving internationally and regionally agreed goals related to gender equality and women’s empowerment.

Assignment Overview: The challenges posed by natural disasters, climate-related emergencies, and crises in Asia and the Pacific require urgent and transformative action. UN Women, in partnership with the UN Environment Programme, is spearheading the EmPower: Women for Climate Resilient Societies Programme to scale up gender-responsive climate action across the region. As part of this critical initiative, we are seeking a skilled and passionate Research and Capacity Building Consultant to contribute to the program’s objectives.

Empowering Women in Climate Resilience: Research Consultant Opportunity

Responsibilities:

  1. Coordinate Government Focal Points Network: The Consultant will provide technical support to a network of government gender and climate change/environment focal points. This includes facilitating resource access and opportunities for network members to enhance collaboration and effectiveness in addressing gender-responsive climate action.
  2. Develop Key Messages: One of the Consultant’s primary responsibilities will be to develop a series of key messages on gender-responsive just transition, women’s leadership in climate action, and gender-responsive climate finance. These key messages will draw upon existing EmPower and UN Women publications, ensuring alignment with program objectives and messaging.
  3. Monitor Trends and Support Policy Action: The Consultant will be tasked with monitoring trends on gender equality in climate change policies and plans, including Nationally Determined Contributions (NDCs). Additionally, they will support the write-up of policy briefs and research findings for publication, providing valuable insights into gender-responsive climate policy action.
  4. Deliverables and Timeline: The consultancy will be based in Bangkok, with travel within the Asia-Pacific region as required from May to December 2024. Specific deliverables and completion timelines are outlined in the assignment description, ensuring clarity and accountability in meeting program objectives.

Evaluation Criteria: Candidates will be evaluated based on the following criteria:

  • Education: Master’s degree in Climate Change, Capacity Building, Gender and Development, Disaster Management, Sociology, Statistics, Environmental science, or other relevant disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Experience: Minimum of 1 year of relevant progressively responsible experience in providing policy and program advice on climate change, disaster risk reduction, and/or environmental action. Demonstrated experience working with government and non-government stakeholders to advance gender equality in disaster risk reduction and address climate change and environmental changes, particularly within the Asia-Pacific region. Experience in organizing capacity development initiatives on gender equality and climate change disaster risk reduction.
  • Language Requirement: Fluency in English required, and any other UN language would be an asset.

  • Language Requirement: Fluency in English is essential, with knowledge of other languages spoken in the Asia-Pacific region or any UN official language considered an asset.

Reporting directly to the Programme Coordinator on climate change and gender, the Consultant will be responsible for coordinating a network of government gender and climate change/environment focal points, developing key messages on gender-responsive climate action, monitoring trends in gender equality in climate change policies, and supporting policy action at regional and global forums. Through these activities, the Consultant will contribute to strengthening the capacity of key stakeholders to integrate gender equality considerations into climate policies and programs.

Responsibilities:

  1. Coordinate Government Focal Points Network: The Consultant will provide technical support to a network of government gender and climate change/environment focal points, facilitating collaboration, knowledge sharing, and capacity building among network members. This includes organizing meetings, providing technical guidance, and connecting network members to relevant resources and opportunities.
  2. Develop Key Messages: One of the Consultant’s primary responsibilities will be to develop a series of key messages on gender-responsive climate action, drawing on existing EmPower publications and UN Women’s global/regional publications. These key messages will highlight the importance of women’s leadership in climate action, gender-responsive just transition, and gender-responsive climate finance, and will be tailored to different audiences and communication channels.
  3. Monitor Trends and Support Policy Action: The Consultant will monitor trends on gender equality in climate change policies and plans, including Nationally Determined Contributions (NDCs), and support the write-up of briefs, research findings, and policy recommendations for publication. This includes conducting gender analyses of NDCs, identifying good practices and gaps, and advocating for gender-responsive climate policies at regional and global forums.
  4. Support Coordination and Planning: The Consultant will support coordination and planning for key regional and global events, including the World Women’s Forum and COP29. This includes providing input on concept notes, developing talking points and coordination plans, and liaising with partners and stakeholders to ensure the effective participation of women and gender considerations in these forums.
